Andrew is Director of Government Affairs and Public Policy at Boehringer Ingelheim, one of the 20 leading global pharmaceutical companies. He analyzes federal and state legislative and regulatory proposals to determine company positions. Andrew presents key proposals to colleagues and facilitates impact assessment, contributes to compliance strategies, and conducts strategic analysis of potential benefits and risks resulting from legislative and regulatory developments. Andrew develops, communicates, and advocates positions on public policy issues that impact BI’s businesses and working environment. He also creates strategies and conducts activities to support select products and therapeutic areas.

Previously, Andrew worked at Hewitt Associates where he consulted with leading pharmaceutical companies and Fortune 500 companies on federal health care legislation and regulations and government programs (e.g., Medicare, Medicaid). He assessed legislative proposals and regulations, described the impact for clients, developed advocacy materials, and conducted strategic planning to help clients determine their positions. Previously, he researched and analyzed health policy issues in Washington, D.C., while working for a consulting company, a state-based research group, and think-tank. Andrew earned a Masters of Public Policy from Georgetown University and a Bachelors of Science degree from Cornell University.
